Surat Municipal Corporation's Fiscal Discipline Leads to Record Capital Works Spending

In a significant move towards fiscal discipline, the Surat Municipal Corporation (SMC) Commissioner has advised officials to prioritize spending on necessary projects. As a result, over 80 percent of the budget allocated for capital works has been utilized, exceeding Rs 2305 crore. Efforts are underway to surpass Rs 3000 crore by March 31, 2024.

Presenting the draft budget for 2024-25 and the revised budget for 2023-24, Commissioner Shalini Aggarwal emphasized the need for a realistic budget. She highlighted that projects are included in the budget only after their feasibility is confirmed, and strict instructions have been given to avoid unnecessary expenditures.

The Commissioner's prudent approach has yielded significant results, with the city's capital expenditure exceeding Rs 2305 crore in early February. Instead of a hypothetical "pink budget," Aggarwal presented an actual budget, focusing on tangible outcomes and real progress. The target is now set to reach Rs 3200 crore in capital works.

Aggarwal also outlined a clear roadmap for the year's operations during the budget draft. To prevent budgetary overlaps and ensure transparency, all zone-divisions must consult the accounts department for any additional or non-budgeted operations. This approach has led to maximum utilization of the budget, paving the way for increased public convenience and project delivery.
