Government Amends Passport Rules: Birth Certificate Now Mandatory for Post-October 2023 Applicants

New Delhi: The central government has amended passport regulations, making a birth certificate the sole acceptable proof of date of birth for applicants born on or after October 1, 2023. Officials confirmed that a notification has been issued this week to enforce the amendment to the Passport Rules, 1980. The new rules will take effect upon their publication in the official gazette.

Under the revised guidelines, a birth certificate issued by the Registrar of Births and Deaths, a municipal authority, or any other body empowered under the Registration of Births and Deaths Act, 1969, will be mandatory for individuals born on or after October 1, 2023, when applying for a passport.

However, applicants born before this date can continue to provide alternative documents as proof of date of birth, such as a driving license or a school leaving certificate.
