MoRTH Issues Draft Notification for Conversion of Vehicles for Divyangjan

New Delhi, February 10, 2023 - The Ministry of Road Transport and Highways (MoRTH) has issued a draft notification, G.S.R. 90(E) to simplify the process of converting fully built vehicles into adapted vehicles for Divyangjan. Currently, the adaptation of motor vehicles could either be carried out prior to registration or after the registration with permission from the registering authority.

The MoRTH has proposed amendments in rules 53A and 53B to extend the facility of Temporary Registration for the adaptation of motor vehicles. The amendment in rule 53A expands the grounds for applying for temporary registration to include fully built motor vehicles that are to be altered for conversion. Rule 53B proposes a proviso under sub-rule 2 that states the validity of temporary registration will be 45 days for conversion of fully built motor vehicles to adapted vehicles, and in case the motor vehicle is being registered in a state other than the state in which the dealer is situated.

These amendments are expected to further facilitate the mobility of Divyangjan by enabling them to drive adapted motor vehicles with ease. The MoRTH invites comments and suggestions from all stakeholders within a period of thirty days.

This move by the MoRTH is in line with the government's commitment to making transportation accessible and inclusive for all citizens, including Divyangjan. The proposed amendments will go a long way in improving the quality of life for people with disabilities and make it easier for them to lead independent lives.
