Surat issues preliminary order for Town Planning Scheme 61 around bullet train station
Surat – In a major milestone for the Mumbai-Ahmedabad High-Speed Rail Project, the Surat Urban Development Authority (SUDA) has issued the preliminary order for Town Planning (TP) Scheme No. 61 to facilitate development around the upcoming bullet train station. The achievement, completed in a record time of just eight months under the guidance of Surat Municipal Commissioner Shalini Agrawal, is being described as a historic step toward the state’s inclusive growth.
According to K.D. Patel, Chief Town Planner of the state’s Urban Development and Urban Housing Department, TP Scheme 61 (Kosmada–Chedcha–Oviyan) is one of five schemes planned across 909 hectares surrounding the bullet train station. The scheme provides a roadmap for integrated and future-ready development, enhancing both economic and residential zones while strengthening multimodal connectivity.
Within the scheme, nearly 164 hectares of land have been consolidated into 135 final plots. After considering objections and suggestions from landowners, all legal processes were completed before issuing the order. Patel noted that the preliminary order was issued on September 1, 2025—exactly 100 years after the country’s first TP scheme was implemented in Jamalpur, Ahmedabad, on September 1, 1925. He described the development as a new chapter in Gujarat’s golden history, marking the fastest approval for such a large-scale area.
As per report, the plan also includes the creation of a road network covering over 300,000 square meters to improve transportation around the station. The scheme is expected to not only strengthen Surat’s transport infrastructure but also transform the area into a well-planned, modern urban hub.
Officials emphasized that the achievement demonstrates how effective use of technology, inter-departmental coordination, and public participation can accelerate development goals.
