Gujarat Government Implements New Inland Vessels Rules for Enhanced Water Sports Safety

Gandhinagar, October 25: Gujarat Chief Minister Bhupendra Patel has announced new measures to improve safety in boating and water sports across the state. The government has approved the "Gujarat Inland Vessels (Category 'C' Inland Vessels Registration, Survey, and Operations) Rules 2024" to strengthen regulations and ensure safer water activities.

These new regulations were developed under the Gujarat Inland Vessels Act 2021 and cover registration, survey, and operation protocols for Category C inland vessels. In June 2024, the government issued a draft of the rules, inviting public feedback. After thorough review, the guidelines have now been finalized by the Ports and Transport Department based on the feedback received.

Application Process for Registration with the District Magistrate

The new rules apply to pleasure crafts, boats, and vessels under 10 meters in length. Interested individuals must apply for registration with the respective District Magistrate. A key provision of these rules is the regular inspection by the local Waterside Safety Committee to ensure adherence to safety standards, with penalties for any violations. Specific guidelines are also laid out for rural and urban areas, defining the roles of authorities and responsibilities of operators. The rules encompass requirements for life jackets, monthly maintenance, qualified crew members, emergency response boats, safety equipment, public awareness, and environmental safety standards.

Appointment of Key Officials for Implementation

To oversee the implementation of the Inland Vessels Act 2021 and related regulations, the state has appointed the Vice Chairman and CEO of the Gujarat Maritime Board (GMB). The Nautical Officer of GMB will act as the Chief Surveyor, while the District Magistrate will serve as the Registrar for water sports activities and boating registrations. Additionally, marine officers and engineers are assigned to lead various surveys and inspections.

With these measures, the Gujarat government aims to enhance safety protocols and operational standards, making water-based recreational activities safer for the public.
