Surat Budget Hailed as "Trust of 80 Lakh," Promises 100% Wastewater Reuse by 2030
BJP Rulers Celebrate Development, Opposition Raises Concerns in Budget Meeting
Surat's Municipal Corporation (SMC) budget of Rs 8,873 crore, recently approved by the Standing Committee, sparked lively debate at a special general meeting. BJP leaders praised the budget, calling it a "story of a continuous journey of 28 years" and a "trust of 80 lakh people." Several ambitious projects and goals were highlighted, including achieving 100% wastewater reuse by 2030 and increasing the city's population to one crore by 2041.
Development Takes Center Stage:
Former mayor Hemali Boghavala, leading the praise, credited BJP's vision for Surat's transformation. She emphasized the "Panch Nishtha" principles of clean, disease-free, green, comfortable, and satisfied living, established in 1955, and claimed they had come true. Gamer Desai, another BJP leader, linked the budget to the Ramjanmabhoomi movement and Prime Minister Modi's cleanliness campaign, finding inspiration in these national narratives.
Budget Highlights:
- Solar Energy Focus: Plans are underway to utilize 10 megawatt and 13 megawatt solar projects, potentially saving Rs 9.5 crore annually. The Katargam Zone Office might become a solar building as well.
- Medical Services Expansion: Smeer Hospital, known for aiding poor and middle-class families, will soon offer super specialty facilities and a modular OT. Janani Shishu Suraksha Yojana has benefited over 4 lakh mothers.
- Wastewater Reuse Initiative: Surat aims to become a national model by reusing 30% of its wastewater currently and achieving 100% reuse by 2030.
- Water Supply for Growing Population: A Rs 2586 crore project is in place to cater to Surat's projected population growth, estimated to reach 1.68 crore by 2051.
- Cleanliness and Sustainability: Surat, already India's cleanest city, boasts its own plastic recycling plant for crafting plastic roads.
- Public Transportation: The BRTS network covers 95% of the city, carrying over 2.5 lakh daily passengers. Plans are underway to expand services and tackle traffic congestion.
- Infrastructure Development: The budget allocates funds for constructing 22 additional bridges, bringing the total to 155 in Surat.
Opposition's Perspective:
While the BJP dominates the narrative, concerns remain. Some opposition members expressed doubt about the feasibility of ambitious goals and questioned the allocation of resources. A more balanced discussion around potential challenges and alternative solutions could lead to a more effective budget implementation.
The Surat budget meeting reflects the city's aspirations and ongoing development journey. However, ensuring transparency, addressing concerns, and fostering inclusive participation remain crucial for realizing the true "trust of 80 lakh people."
