Surat, November 27: Union Minister for Road Transport and Highways Nitin Gadkari has announced a significant package of 20,000 crore rupees to strengthen the highway and road infrastructure of the state during his two-day visit to Gujarat. This announcement was made immediately following a meeting held in Gandhinagar with Chief Minister Bhupendra Patel and officials from the road construction department.

The Chief Minister had urged for the expedited completion of projects such as the Ahmedabad-Mumbai and Ahmedabad-Udaipur routes, citing a traffic load increase of more than 35 percent on state highways. Responding promptly to this request, the Union Minister assured the approval of 20,000 crore rupees by the central government for highways and other projects under the NHAI, as per agency report.

Following the meeting in Gandhinagar, Minister Gadkari arrived in Surat district on Thursday to inspect ongoing major road projects. He is assessing the progress of over 300 kilometers of National Highways and Expressways. This includes a ground inspection of approximately 100 kilometers on NH-53 and NH-48, along with an aerial survey of a 200-kilometer stretch of the Delhi-Mumbai Expressway via helicopter.

Upon landing at Surat airport, the Minister departed for a by-road inspection in a special bus accompanied by NHAI officials. His focus remains on understanding the ground reality, where he intends to gauge the quality of roads, structural strength, and surface conditions by experiencing the journey firsthand.

The primary objective of this intensive inspection is not only to review the progress of the projects but also to resolve problems and local complaints on the spot. Local residents and traffic experts have demanded immediate attention from the Minister regarding issues arising from the poor design of the interchange connecting NH-48 and the Expressway, seeking appropriate guidance to avoid traffic congestion in the future.

Speaking at the Changemakers Conclave organised by Yuva Bharati Foundation at the Indian Institute of Management (IIM) Nagpur, he stressed the need for clear goal-setting and persistent hard work to achieve desired outcomes, as per agency report.

Gadkari told the audience that even small contributions can bring about meaningful change in society and should not be underestimated. He cautioned that setting small ambitions is akin to doing a disservice to one’s potential and urged young people to dream big, visualise a better future and develop a strong and practical vision for their lives and careers.

Emphasising the importance of capable leadership across different sectors, the minister highlighted the role of experience and practical insight in shaping effective decision-makers. He pointed out that theoretical knowledge alone is not enough and that real understanding comes from direct engagement with people and their problems.

Drawing from his own work in Nagpur, Gadkari explained that many development projects he had pursued were conceptualised only after he closely examined local issues and understood citizens’ needs on the ground. He said that success in any undertaking depends greatly on the willingness to accept responsibility and to execute the task with dedication and sincerity.

Referring to various development initiatives, he observed that individuals and leaders must strive to turn their goals and dreams into reality. He noted that people appreciate those who inspire them with a vision of progress, but they also hold leaders accountable if those promises are not fulfilled, while showing enduring support for those who deliver on their commitments.

He noted that as of August, around three lakh vehicles had already been declared scrap, including 1.41 lakh government vehicles.

Addressing the annual convention of the Automotive Component Manufacturers Association (ACMA), Gadkari explained that scrapping these vehicles could also create 70 lakh new jobs across the country. He urged the private sector to extend at least a five percent discount on new vehicles to customers who submit scrap certificates.

According to the minister, an average of 16,830 vehicles are currently being scrapped each month, while the private sector has already invested nearly Rs 2,700 crore in the vehicle scrappage ecosystem. The government has implemented the Voluntary Vehicle Fleet Modernization Programme to gradually phase out vehicles that are no longer environmentally sustainable and contribute to rising pollution levels.

As per agency report, under existing motor vehicle regulations, fitness checks for commercial vehicles are mandatory every two years up to eight years of age, and annually thereafter. Private vehicles are required to undergo fitness checks after 15 years, while government vehicles are automatically retired after 15 years of use.

Gadkari also emphasized the importance of reducing India’s dependency on imported fossil fuels. He said the country currently spends Rs 22 lakh crore annually on petrol and diesel imports, and greater production of ethanol from agriculture could significantly reduce this burden. At present, E20 petrol is being used with minor engine modifications, while a decision on E27 blending will be taken once all technical evaluations are complete.

On road safety, the minister voiced concern over the alarming statistics, stating that India recorded five lakh road accidents in 2023, leading to 1.8 lakh deaths. Of these fatalities, 66 percent were people between the ages of 18 and 34.

Despite these challenges, Gadkari expressed confidence that within the next five years, India would emerge as one of the world’s leading automotive industries.

This information was shared in Parliament on Wednesday during a written response by Union Minister for Road Transport and Highways Nitin Gadkari.

As per agency report, Uttar Pradesh leads the country with 507 public EV charging stations, followed by Karnataka with 489, Maharashtra with 459, Tamil Nadu with 456, and Rajasthan with 424 stations. Gadkari also clarified that there is currently no specific incentive scheme available for Charging Point Operators (CPOs).

Meanwhile, the number of EV public charging stations in Tier-2 cities has reached 4,625 as of April 1, 2025. The Indian government has also announced that under the newly launched PM e-Drive scheme, approximately 72,000 public charging stations will be set up across the country. This initiative comes with a financial outlay of ₹2,000 crore and aims to significantly enhance the EV infrastructure network.

The Ministry of Heavy Industries noted that these new charging stations will be strategically located at high-traffic areas such as metro cities, national highway corridors, toll plazas, railway stations, airports, fuel outlets, and state highways. The PM e-Drive scheme, launched in October 2024, is designed to accelerate the adoption of electric vehicles through demand incentives and infrastructure development. The central government has allocated ₹10,900 crore under this initiative to provide subsidies for EV buyers.

Additionally, under the FAME-II scheme, the government has sanctioned ₹873.50 crore to three major oil marketing companies—Indian Oil Corporation (IOCL), Bharat Petroleum Corporation Limited (BPCL), and Hindustan Petroleum Corporation Limited (HPCL)—for the installation of 8,932 EV public charging stations.

Earlier this month, the government also rolled out a pioneering financial incentive plan for electric trucks (e-trucks) under the PM e-Drive initiative. This includes a maximum incentive of ₹9.6 lakh per vehicle to further boost the electric mobility ecosystem in the country.

Imposing GST on life insurance premium is akin to taxing the uncertainties of life. This internationally renowned event, jointly organized by the Bitumen India Forum, CSIR-CRRI, and Rex Fuels, promises to be a pivotal gathering for the road construction sector. The esteemed Chief Guest for this landmark event is none other than the Honorable Minister of Road Transport and Highways, Shri Nitin Gadkari.

Shri Nitin Gadkari, renowned for his candid expressions and commitment to infrastructure development, recently criticized highway consultants and contractors for their reluctance to embrace the latest technologies. His assertion, which resonates with many in the industry, underscores the pressing need for the adoption of innovative technologies in road construction.

Conventional construction methods have grappled with a range of challenges over the years. These issues include the excessive use of natural resources, high construction costs, rapid depletion of valuable resources, insufficient durability, subpar road quality, prolonged transportation of construction materials, and excessive environmental pollution. These challenges underscore the necessity for a paradigm shift towards the adoption of new and sustainable technologies in the road construction sector.

The Global Road Conference (GRC) serves as a vital platform that bridges innovation with industry. This renowned event attracts key stakeholders in India’s road construction sector, including road construction companies, construction material suppliers, bitumen suppliers, construction equipment providers, and academia, represented by esteemed institutions such as IITs, and policymakers. The event garners support and active participation from leading organizations like CSIR-CRRI, EODB, IRF-IC, NHAI, NHBF, World Bank, CERA, various IITs, and prominent construction companies such as L&T, Cube Highways, OSE, Dilip Buildcon, GR Infra, Ashoka Buildcon, and major oil companies, including Shell, IOC, Toral, Ooms, Bitcol, Agarwal Group. Additionally, it attracts builders, concessionaires, contractors, traders, and consultants.

This year’s theme for GRC 2023, “Revolutionizing Road Construction with New Technologies and Sustainable Materials – A Trajectory to a Sustainable Future,” aptly encapsulates the forward-thinking spirit of the industry. The event anticipates hosting over 500 delegates, exhibitors, and sponsors from more than 20 countries. The conference is set to bring together concessionaires, contractors, refineries, buyers, traders, logistics players, and consultants for engaging discussions, business development opportunities, and networking within the Road Construction sector.

The conference agenda encompasses a wide array of topics, including discussions on sustainable and cost-effective innovative new construction materials, equipment, techniques, mix designs, tech-driven DRP preparations, and project monitoring employing advanced technologies such as drones, AI, IoT, and digital twins.

A notable point of discussion will be the recent policy concerning the use of imported bitumen in Indian road construction. India’s increased infrastructure investment has corresponded with a rising demand for bitumen, which the event aims to address in light of stagnant domestic bitumen production.

In an era marked by heightened infrastructure development, the road construction sector must wholeheartedly embrace innovative technologies to elevate the quality and cost-efficiency of infrastructure projects. The Global Road Construction Conference (GRC) presents an exceptional opportunity for businesses, whether they intend to participate as delegates, exhibitors, or sponsors, to forge valuable connections, develop business prospects, and enhance their brand’s presence in the realms of Road Construction, Construction Equipment, Project Management, and Bitumen.

The Case for Innovation in Road Construction

Shri Nitin Gadkari’s call for the adoption of innovative technologies in road construction resonates with the fundamental need for change within the industry. Conventional methods, while time-tested, often come with a host of limitations that impede progress, sustainability, and efficiency.

Excessive Use of Natural Resources: Conventional road construction methods involve significant natural resource utilization, including aggregates, water, and energy. These processes exert substantial stress on the environment.

Higher Construction Costs: Traditional construction methods often entail labor-intensive practices, resulting in higher overall construction costs. These expenses, in turn, impact the budgets of road development projects.

Rapid Depletion of Natural Resources: With the world’s natural resources under threat from overexploitation, it is crucial to explore sustainable construction methods that reduce resource consumption.

Insufficient Durability: Roads constructed using conventional methods may lack the durability required to withstand various environmental and traffic-related challenges, leading to frequent maintenance and repair.

Poor Riding Quality: The quality of road surfaces is a key determinant of road user comfort and safety. Conventional methods may yield roads with uneven surfaces and subpar riding quality.

Long Hauls of Construction Material: Traditional construction processes often necessitate the transportation of materials over extended distances, leading to increased logistics costs and environmental pollution.

Excessive Pollution: The use of outdated technologies and construction methods can result in excessive pollution, including air and noise pollution, adversely affecting the environment and public health.

To address these challenges, the road construction sector is in dire need of a transformative shift towards innovative and sustainable technologies. This transition is vital not only for the efficiency and sustainability of construction projects but also for the preservation of our natural resources and the well-being of road users and the wider community.

On October 27, a Marathi biopic on the senior BJP leader entitled 'Gadkari' will hit the silver screens across Maharashtra, catapulting him to the ranks of eminents like the late Shiv Sena founder Balasaheb Thackeray, the former Prime Ministers Indira Gandhi and Dr. Manmohan Singh, and present PM Narendra Modi, in the past few years.

The film dives deep into the life and times of the amiable and ever-smiling Gadkari, 66, who is popular not only among the BJP and NDA circles, but liked well even by the Opposition parties.

It also dwells on his long political journey, how he grabbed eyeballs as the PWD Minister in the Shiv Sena-BJP government of 1995-1999 (with CMs as Manohar Joshi and Narayan Rane) when he spearheaded the country’s first expressway linking Mumbai-Pune, and changing the face of travel between the two key cities.

He also took up the ambitious project to build 55 flyovers in Mumbai to ease road traffic and faced tonnes of sniggers, but today, after three decades he is proved prophetic.

Currently, despite having more than 150 flyovers in and around Mumbai, a Sea Link, an upcoming Coastal Road and a Mumbai Trans Harbour Link, the network of Metro Rail, tunnels, Monorail, etc., the pace of Mumbai traffic remains practically the same as it was three decades ago!

Not known to be a typical greedy politician working till the ‘next election’ and seeking votes with tall unkept promises, Gadkari is a no-nonsense administrator who demands time-bound performance, said a close family friend.

With the blessings of the RSS, Gadkari was also elected as one of the youngest BJP Presidents -- in Maharashtra (April 2005 - December 2009) and all-India (December 2009 - January 2013), and is occasionally tipped for even the country’s top executive post.

In his current tenure as the Union Minister for Road Transport & Highways, the man from the 'Orange Country', is largely credited for revolutionising the Indian roads sector with a slew of projects implemented, underway or proposed, and the road network grew by 59 per cent in the past nine years, making his rivals go red.

His influence and influence on his job can be gauged even from the “Gadkari” teaser that goes: “Progressive India due to his visionary leadership: When this country is known for its roads, I can happily say I am Nitin Jairam Gadkari…”

The film stars Rahul Chopda in the lead role at Nitin J. Gadkari, Aishwarya Dorle as his wife Kanchan Nitin Gadkari, with the direction, story and screenplay by Anurag R. Bhusari, presented by Abhijit Majumdar and produced by Akshay A. Deshmukh.

“Gadkari’s life is indeed very inspiring… starting as an ordinary social and political worker to becoming an important Cabinet Minister… Both his personal and professional life are captured vividly in the film,” gushed Bhusari.

The minister said that the bio fuel will eradicate the problem of stubble burning almost by 100 per cent and it will also help in doubling farmers' income.

Speaking at the unveiling ceremony of the prototype of the flex-fuel Toyota Innova Hycross hybrid which can run on up to 85 percent ethanol blend fuel, Gadkari said: "Today is a historic day for the entire world as first prototype is going to unveil. Earlier, Vikram Kirloskar was there and I usually took follow up about the prototype every time from him, but his demise is a big loss for us."

He said that India is currently importing fuel worth Rs 16 lakh crore.

"And if we see the pollution graph, 40 per cent of the pollution is generated due to the fuel. I hardly stay in Delhi for two or three days and when I return back to my native place I am down with infections. Everyone knows the condition of Delhi and the level of pollution," Gadkari said.

He said that the Haryana's Panipat plant is generating ethanol, which is generated from the bio-waste.

He cited the example that how 50 percent bio-aviation fuel is being used in two different flights.

The Minister said that 65 per cent of the GDP of our country is coming from agriculture background and he knows about the the condition of the farmers.

"My dream is to transform 'annadatas' (food giver) to 'urjadatas' (producer of solar power)," the Minister said.

He said that he himself belongs to a farmer family and know that how much benefit it will be for farmers. He said that bio fuel will eradicate the problem of stubble burning to almost by 100 per cent.

Praising the vision of the Prime Minister for making farmers Aatmanirbhar, the Minister said that ethanol being an indigenous, eco-friendly, and renewable fuel holds promising prospects for India.

"The emphasis of the Modi government on ethanol aligns with objectives of attaining energy self-sufficiency, doubling farmers' income, transitioning them to Urjadata while continuing to support them as Annadata, and positively impacting the environment," he said.

He also said that aligned with Prime Minister Narendra Modi's global mission against climate change, Toyota is fervently transitioning to cleaner energy solutions.

"Their strong commitment to environmental conservation is evident in their advanced technologies, such as Hydrogen Vehicles and Electrified Flex Fuel Vehicles," he added.

The vehicle is based on the Toyota Innova Hycross and is engineered to adhere to India's stricter emission standards marking it as the first-ever BS 6 (Stage II) Electrified Flex Fuel vehicle prototype globally.
