President Murmu stated that good health of citizens is extremely important in achieving the goal of a developed India by 2047. New Delhi, December 28: President Droupadi Murmu undertook a sea voyage on the Indian Navy's frontline submarine INS Vagsheer on the Western Coast on Sunday. With this sortie, she became the second President of the country to travel on a submarine. Previously, in February 2006, the then President APJ Abdul Kalam had undertaken a sea voyage on the Indian Navy submarine INS Sindhurakshak.

Officials stated that Navy Chief Admiral Dinesh K. Tripathi was present with the President as she boarded the Kalvari class submarine from the Karwar Naval Base in Karnataka. President Murmu, dressed in the naval uniform, waved to the naval personnel before entering the submarine. She interacted with the crew of INS Vagsheer and appreciated their spirit of dedication, describing the indigenous submarine as a shining example of the Indian Navy's professional excellence and combat readiness, as per agency report.

The President's Secretariat shared on social media platform X that President Droupadi Murmu boarded the Indian Navy's indigenous Kalvari class submarine INS Vagsheer at Karwar Naval Base. The statement noted that the President was briefed on the role of the submarine arm in India's maritime strategy, its operational capabilities, and its contribution to protecting national maritime interests. During the interaction with the crew, the President praised their dedication, commitment, and spirit of selfless service, terming the indigenous submarine a magnificent example of the Navy's unwavering commitment to national security.

INS Vagsheer, the sixth and final submarine of the P75 Scorpene project, was inducted into the Navy in January this year. According to Navy officials, it is one of the quietest and most multi-purpose diesel-electric submarines in the world. It is designed to execute a variety of missions, including anti-surface warfare, anti-submarine operations, intelligence gathering, area surveillance, and special operations. The submarine is equipped with wire-guided torpedoes, anti-ship missiles, and advanced sonar systems. It is based on modular construction technology, which facilitates the integration of technologies such as Air Independent Propulsion (AIP) in the future.

The Indian Navy is developing the Karwar Naval Base keeping in mind India's long-term security interests in the Indian Ocean Region. In addition to this maritime feat, President Murmu flew in a Rafale fighter jet from the Indian Air Force Station in Ambala in October this year, becoming the first President of India to fly in two different fighter jets. Prior to that, she had flown in a Sukhoi 30 MKI from Tezpur, Assam, in April 2023.

New Delhi, September 5 – President Droupadi Murmu on Friday presented the National Teacher Awards to 45 teachers from across the country, honoring their exemplary contributions to education. New Delhi, July 12 – Veteran actor and filmmaker Anupam Kher has described the special screening of his upcoming film Tanvi the Great at Rashtrapati Bhavan as a proud and unforgettable moment. The screening, held on Friday, was attended by President Droupadi Murmu along with the film’s star cast, including Anupam Kher, Boman Irani, Karan Tacker, and lead actress Shubhangi Dutt.

New Delhi, June 23 — The Institute of Cost Accountants of India (ICMAI) held its 12th National Students Convocation-2025 with grandeur at Vigyan Bhawan, New Delhi. New Delhi, May 15 – In a rare invocation of Article 143(1) of the Constitution, President Droupadi Murmu has formally sought the Supreme Court's opinion on whether a judicial order can prescribe a time frame within which the President must act on state legislature-passed bills forwarded by governors for consideration.

Article 143(1) empowers the President to seek the Supreme Court’s advice if it appears that a legal or constitutional question of public importance has arisen or is likely to arise. While the Court may choose to offer its opinion after a hearing, it is not obliged to do so.

The President’s referral comes in the wake of an April 8 Supreme Court judgment that addressed the powers of governors regarding bills passed by the Tamil Nadu Legislative Assembly. In that judgment, the Court suggested, for the first time, that a decision on bills reserved for the President’s consideration should be taken within three months of their submission.

Acting on this judgment, the President submitted a five-page letter to the Court, posing 14 specific questions centered on the interpretation and implementation of Articles 200 and 201 of the Constitution. These articles deal with the powers of governors in relation to bills passed by state legislatures and the subsequent referral of those bills to the President.

Article 200 provides the governor with options to grant assent, withhold assent, or reserve a bill for the President’s consideration. Article 201 outlines the process for such reserved bills but does not stipulate any time limit for presidential action.

President Murmu’s letter notes that neither of these articles specifies any time frame for the constitutional decisions by governors or the President. She has also questioned the Supreme Court’s use of Article 142 in the Tamil Nadu case, through which it deemed certain bills as passed and directed them to be returned to the governor.

The government's decision to seek clarity through a presidential reference, instead of filing a review petition against the Court's verdict, has sparked sharp political reactions. Typically, review petitions are heard in chambers by the same bench that issued the original judgment. In contrast, a presidential reference under Article 143(1) is decided by a five-judge Constitution Bench, giving the issue broader constitutional weight.

Legal experts point out that while the Supreme Court is not bound to respond to the President’s queries, the nature of the questions — dealing with the roles and limits of constitutional authorities — are significant and likely to attract detailed judicial scrutiny.

The Court’s April 8 ruling emphasized that governors have no discretionary power under Article 200 and must act in accordance with the aid and advice of the Council of Ministers. The judgment also asserted that if the President withholds assent to a reserved bill, the concerned state government could directly approach the Supreme Court for redress.

President Murmu, in her letter dated May 13, argued that the constitutional silence on time limits in Articles 200 and 201 creates ambiguity, making the Court’s judgment a potential point of legal contention. She believes that this matter touches on essential aspects of federal functioning and warrants judicial clarification.

The Supreme Court’s response to this presidential reference will have far-reaching implications for Centre-State relations, particularly in the context of legislative process and executive oversight.

New Delhi, February 13 – President Droupadi Murmu emphasized the need for government departments to leverage emerging technologies to modernize their systems and meet the growing public expectations for efficient service delivery.
