<p>The main objective of the visit was to strengthen the textile value chain, promote skill development, enhance entrepreneurship, establish sustainable production systems, and boost the global competitiveness of the Indian textile industry. During the inspection of Fairdeal Integrated Textile Park, the Textile Commissioner observed technical textiles, modern weaving techniques, pre-weaving facilities, worker housing, Common Facility Center (CFC), and Common Effluent Treatment facilities. She emphasized the need for coordinated efforts with local bodies for textile waste management and recycling, stating that environmentally friendly industrial development is a future necessity.</p>
<p>During her visit to ITADC, Surat, she appreciated the training, testing, e-commerce onboarding, entrepreneurship development, and technical services being provided for the decentralized power loom and computerized embroidery sector. She also stressed the need to widely disseminate the success stories of trained entrepreneurs through digital platforms and social media. At the certificate distribution ceremony held at the SGTPA auditorium in Pandesara, the Textile Commissioner awarded certificates to 35 youths trained under the joint skill development program of ITADC and 36T Solutions.</p>
<p>These training programs included classroom education along with industrial training and practical experience. In her address, Vrinda Manohar Desai encouraged youth and emerging entrepreneurs to develop businesses based on innovation, quality, sustainability, and cost competitiveness. She mentioned the emerging global “China Plus One” strategy as a significant opportunity for the Indian textile industry, through which India can establish a strong presence in the global market.</p>
<p>She also urged to take advantage of the export opportunities arising from Free Trade Agreements (FTAs) with countries like the European Union, the United Kingdom, and New Zealand. The Textile Commissioner stated that government schemes should not be viewed merely as a means to receive subsidies but as opportunities for business expansion, modernization, and capacity development. She also emphasized the need to raise awareness about global events like Bharat Tex and Techtextil India and various schemes of the ministry.</p>
<p>During the inspection of textile processing units and CETP located in Pandesara GIDC, she observed the wastewater treatment and recycling system. <p>The Viscose Weavers Association presented a detailed presentation to the Ministry of Textiles and the Textile Committee in Mumbai, raising serious questions about the demands of yarn spinners. The association stated that the spinners demanding the anti-dumping duty on viscose filament yarn over 75 denier are still producing based on the nearly 60-year-old PSY technology and machinery. According to the association, about 40 percent of the yarn produced by spinners is of low quality, making the demand for anti-dumping duty to protect production based on old technology unreasonable.</p>
<p>The Weavers Association also questioned why spinners themselves admit to making profits on yarn below 75 denier while incurring losses on yarn above 75 denier. This raises several questions about seeking protection for loss-making yarn instead of increasing production of profitable yarn. The association noted that currently, only about 6,000 tons of yarn in the category below 75 denier is produced in the country, while around 40,000 tons of yarn is imported.</p>
<p>Despite this, no serious efforts have been made to increase domestic production. The association has also raised questions about the investigation process of the Directorate General of Trade Remedies (DGTR). They alleged that the DGTR team visited only spinning units without any technical experts, while weaving units, which would be most affected by this proposal, were not inspected.</p>
<p>In such a situation, doubts arise about the impartiality of the report prepared regarding the anti-dumping duty. The Weavers Association warned that if the anti-dumping duty is imposed on viscose filament yarn, it will have a serious impact on Surat's weaving industry, which has a turnover of about 10,000 crore rupees. Additionally, it could threaten the livelihoods of nearly 1,000 MSME entrepreneurs and about 450,000 people.</p>
<p>The association stated that over the past seven years, weavers in Surat have made significant investments in modern machinery such as airjet, rapier, and rapier jacquard by taking bank loans, mortgaging assets, and raising funds at high interest rates. If imported yarn becomes expensive, the weaving industry will become economically weak. The association also reminded that from 2007 to 2017, an anti-dumping duty was in place on viscose filament yarn.</p>
<p>During that period, spinners made good profits, yet they did not make sufficient investments to upgrade their 50 to 60-year-old technology and machinery. The Weavers Association has demanded that the central government reconsider the proposal to impose an anti-dumping duty, keeping in mind the interests of Surat's weaving industry, the MSME sector, and millions of workers.</p>

He stated that due to the Indian government's National Mission, this sector will make Indian industry competitive on a global level. He urged entrepreneurs to move beyond traditional textiles and enter this innovative sector.</p>
<p>ITTA Vice Chairman Dr. Nandan Kumar emphasized that the country's MSME sector must now advance from polymers to high-performance fibers. Former Additional Textile Commissioner S.P. Verma highlighted that about 80 percent of man-made fibers (MMF) are used in technical textiles, which is a golden opportunity for Surat's entrepreneurs. He mentioned that if India succeeds in high-end performance yarn production, the country could lead globally in the field of technical textiles.</p>
<p>He advised entrepreneurs to think 'out of the box' and diversify towards technical textiles in the next 5 to 10 years. J.B. Dave, General Manager of DIC and Joint Commissioner of Industries, informed that the Gujarat government's textile policy gives special priority to technical textiles. He provided information about schemes such as capital subsidy, power subsidy, and interest subsidy for entrepreneurs.</p>
<p>He also stated that industries adopting renewable energy will receive additional benefits and that industries will need to upgrade their processes in light of global standards like the European Union's carbon tax in the future. During the conclave, four special technical sessions were held, where industry experts presented on various topics. The Diversification Strategy session discussed value-added technical textiles.</p>
<p>The Defense Application session held a panel discussion on the needs of technical textiles in the defense sector. It was mentioned that the current situation is reminiscent of the conditions during the COVID-19 pandemic.</p>
<p>The ongoing war in the Middle East and rising inflation are continuously negatively impacting trade. The increase in prices of essential goods has weakened consumers' purchasing power, which is directly visible in the markets. Approximately 90 percent of traders with a turnover of less than 5 crore rupees are being most affected.</p>

<p>Traders stated that rising rents for shops, limited sales, and decreasing demand in the market have further complicated the situation. Business had already been affected after the Shiv Shakti Market fire incident, and now the war and inflation have deepened the business crisis. It was also reported in the meeting that current trade is operating at less than 25 percent speed, which is a matter of great concern.</p>
<p>The SMA advised traders to operate their businesses in a controlled and balanced manner and to avoid any form of over-trading. The organization decided that no new agents or new traders would be given goods on credit, and trade would only be conducted on a cash basis. Additionally, it was decided that old traders would not be given credit for more than 60 days and that no returns of any kind would be accepted.</p>

<p>He mentioned that in many cases, the defrauded amount can be stopped in suspicious (suspended) accounts in time and returned, but once the money is withdrawn from the account, it becomes quite difficult to recover. For cyber security, he suggested that traders use two mobile phones—one for personal and social activities and the other for banking and business activities, which can significantly help in preventing cyber crime incidents.</p>

<p>According to Girdhar Gopal Mundra, associated with the textile industry, the increasing demand for sports and casual footwear and the need for alternatives to imports from China have accelerated this sector. Surat has already been strong in man-made fibers (MMF) like polyester and nylon, which are the primary basis for shoe fabric. The total textile production in Surat is estimated to be around 6.5 million meters per day.</p>
<p>Although the share of shoe fabric in this is still limited, it is rapidly increasing. Industry estimates suggest that currently, about 500,000 to 1.5 million meters of shoe fabric are produced daily in the city, including various categories such as mesh, knitted, PU coated, and non-woven. It was noted that the production of shoe fabric in Surat is primarily done by MSME (Micro, Small, and Medium) units.</p>
<p>Major international brands do not produce directly here but source fabric from local manufacturers. Some of the prominent units active in this sector include Om Textile (PU leather shoe fabric), Praveen Overseas (ladies' footwear fabric), Radiance Spoonbond Pvt. Ltd.</p>
<p>(non-woven fabric), Nimbark Fabrics (knitted fabric), Shriyan Texfab (sports fabric), Sudamo Impex (Madhusudan Group), and Star Knits. Currently, the textile industry is facing challenges such as rising costs and fluctuations in demand. The increase in crude oil and yarn prices has raised production costs, leading some units to slow down production.</p>
<p>Despite this, the shoe fabric sector is in a phase of growth, especially with the continuous increase in demand for sports, casual, and women's footwear. Experts believe that in the next 3–5 years, it could become a significant segment. Several key reasons contribute to the rapid development of this industry in Surat, including a strong base of MMF, with polyester and nylon production making Surat a leading center in the country.</p>
<p>All processes from yarn to weaving, dyeing, coating, and finishing are available in the same city. Additionally, high-speed production is possible with airjet, waterjet, and knitting machines. The advantage of cost-effective production and labor compared to China is also notable.</p>
<p>Footwear hubs in Agra, Delhi, and South India source extensively from Surat. Small units can quickly change designs and produce in smaller quantities. It is clear that Surat's shoe fabric industry is still in its emerging phase, but given the current pace, it could take the city to a new industrial dimension in the coming years.</p>

<p>It was decided that only those traders whose membership fees are received at the FOSTTA office by April 30, 2026, will be eligible to become candidates and vote in the upcoming elections. Members whose fees are received after the stipulated date will remain members of the organization but will not be able to participate in this year's elections. FOSTTA has categorized membership into three categories—Platinum, Diamond, and Gold.</p>
<p>Only one candidate from each market can contest in each category, while the voting rights will remain with all eligible members. Additionally, only those markets that submit their maintenance fees by April 30 will have members eligible to become candidates in the elections. Members from markets with outstanding fees will only be able to vote and will not be able to become candidates.</p>
<p>It was also decided in the meeting that members engaged in business in single houses or other areas instead of markets will be required to submit one year of maintenance fees by the stipulated date to be eligible to become candidates; otherwise, they will only have voting rights. Membership has been provided based on the GST number, so members can contest elections only from the respective market according to the address registered in their GST. FOSTTA announced that the appointment of the election officer, election date, and other detailed information will be announced soon.</p>

Previously, the migration of workers had begun due to a shortage of cooking gas cylinders, putting even more pressure on operations. He reported that the prices of imported raw materials, including man-made fibers, have also increased by 30-35 percent.</p>
<p>Vaktania stated that there has been a 25-30 percent decline in work across all sectors, including weaving, processing, and trade. He expressed hope that despite the current downturn, demand would increase with the upcoming wedding season, providing some relief to the sector. Champalal Bothra, national president of the Confederation of All India Traders, mentioned that before the international crisis, the industry produced approximately seven crore meters of fabric daily.</p>
<p>However, production has now dropped to about half. He indicated that even after the conflict subsides and factors such as thread prices and labor availability stabilize, it may take two to three months for the industry to return to normalcy. The anxiety among weavers further deepened on Monday when nylon spinners sent messages in the open market announcing a halt in yarn sales.</span></p>

Golwala alleged that certain spinners are attempting to restrict yarn supply and inflate prices by forming an artificial cartel. Preparations are currently underway to lodge a formal complaint with the Competition Commission of India in the near future to ensure strict action against such practices.</span></p>
