The organization appreciated the 'timely, balanced, and coordinated' steps taken by the government and the Reserve Bank and released a 20-point agenda on Sunday.</p>
<p>This agenda includes suggestions for providing easy and affordable capital for MSMEs, strengthening loans and insurance for exporters, and reducing taxes on energy sources. CII's Director General, Chandrajit Banerjee, stated that the initial measures by the government and the Reserve Bank have helped stabilize market sentiment and demonstrated that the country's policy framework is robust and capable even in the face of external shocks. He mentioned that India's past experiences indicate that coordinated fiscal and monetary measures help enhance resilience.</p>
<p>The next phase should focus on targeted liquidity support, loan facilities, trade cost management, and foreign exchange stability. The CII's press release noted that supply-side pressures remain in energy, logistics, and trade channels. According to feedback from the industry, initial policy measures have reduced immediate impacts, but many sectors, especially MSMEs, exporters, and energy-intensive industries, continue to face operational and financial pressures.</p>
<p>CII has called for a credit line guarantee scheme for emergencies to provide additional working capital to MSMEs and affected sectors without collateral. It has also demanded a three-month moratorium and loan restructuring facilities for MSMEs and exporters, along with a special refinance window. The industry organization has requested an extension of contract deadlines with public enterprises by three to four months and a reduction in eligibility criteria for bank guarantees.</p>
<p>Additionally, it suggested increasing the working capital loan limits, especially for export-oriented units. A temporary waiver or reduction of banking fees for MSMEs has also been proposed. The organization advocated for expediting GST refunds for industries and a temporary reduction in taxes and duties on raw materials like LNG for the energy sector.</p>
<p>To encourage foreign investment, a temporary exemption from long-term capital gains tax has been suggested. CII has called for the development of a crisis response framework for MSMEs, linking fertilizer subsidies to the direct benefit transfer system, and providing a special foreign exchange swap facility for public oil and gas companies. It emphasized the need for flexibility in lending criteria for the primary sector, increased coordination among various institutions to strengthen export credit and insurance frameworks, and the development of a coordinated mechanism between various ministries and the industry to improve crisis monitoring and policy response.</p>

<p>This initiative was led by the vice-chair of the Business at OECD (BIAC) Finance Committee, Gianluca Riccio, CFA, with guidance from other leaders across the private and public sectors globally. This is the second consecutive year that a major policy paper from the B20 highlights C2FO’s platform as a critical solution for the biggest challenges faced by MSMEs and the global economy. </p>
<p>“The importance of MSMEs to the global economy cannot be overstated, and it’s incredibly important to see both the challenges and solutions being addressed in this global forum,” said Alexander “Sandy” Kemper, C2FO’s founder and CEO. “We work hand in hand with MSMEs, and increasingly with governments, around the world every day to address the need for working capital to drive economic growth and prosperity, and we’ve seen the power of solutions, like ours, that work. As the paper’s recommendations are incorporated, the global economy will benefit.”</p>
<p>The paper highlights several global studies that show the pivotal role working capital plays in fostering economic growth and job creation. A recent study from the Bank of Italy suggests that increasing working capital could lead to a boost of 0.5% to 0.7% in economic growth. Similarly, a 2022 McKinsey Global Institute study commissioned by C2FO found that Mexico could experience a 1.1% growth in its gross domestic product (GDP) by implementing a working capital platform on a national scale. According to an International Finance Corporation study, $1 million in funding to small and medium enterprises (SMEs) is connected to the creation of 16.3 permanent jobs on average.</p>
<p>C2FO’s impact on MSMEs goes far beyond research, however. The tangible impact of working capital programs is evident through the $300 billion in funding C2FO has provided to businesses worldwide since its founding, a milestone it achieved in July 2023. In the past three years, more than $25 billion of that low-cost working capital went to nearly 30,000 businesses in 41 countries categorized by the United Nations as “economies in transition.” </p>

<p>Until now, all applications regarding delayed payments were processed by the MSFC at Gandhinagar. To make this process more efficient and responsive to local needs, the state government has taken the initiative to establish these regional councils. "The aim is to make the work of entrepreneurs easy and quick," stated the State MSME Commissioner's office.</p>
<p>The new councils will be located in key industrial hubs: Ahmedabad, Vadodara, Surat, Rajkot, and Bhavnagar. In each of these councils, the Resident Additional Collector (RAC) will serve as the chairman. The General Manager of the District Industries Centre will assume the role of Member Secretary. These Regional Councils will operate under the jurisdiction of the District Industries Center Office in their respective regions.</p>
<p>This decision is expected to significantly cut down the time required for the resolution of delayed payments to MSME entrepreneurs. By delegating responsibilities to regional councils closer to the industrial areas, the state government aims to provide quicker and more targeted solutions to local business issues.</p>

                                    <content:encoded><![CDATA[<a href="https://english.loktej.com/article/877/up-tweaks-msme-policy--bank-guarantee-now-mandatory"><img src="https://english.loktej.com/media/400/2023-03/up-uttarpradesh-map.jpg" alt=""></a><br /><p>Lucknow, March 22 (IANS) The Uttar Pradesh government has tweaked its Micro, Small and Medium Enterprises (MSME) policy, making it mandatory for private investors to provide bank guarantee to avail stamp duty exemption.</p>
<p>According to the notification issued by additional chief secretary, MSME, Amit Mohan Prasad, a bank guarantee equivalent to the stamp duty exemption will be deposited and released after the unit begins commercial production.</p>
<p>The district magistrate or the general manager of the district industries centre will confirm the commencement of production, it says.</p>
<p>The state government has made a provision for 100 per cent stamp duty exemption on purchase of land for MSME industrial parks, estates and flatted factory complex units spread over 10 acres of land or more by the private sector.</p>
<p>In addition to this, there are other provisions for exemption in stamp duty for MSME units. The state government approved the MSME policy in October 2022 in a bid to encourage small units.</p>
<p>According to the government spokesman, any investor willing to set up an MSME industrial park in 10 acres or more will get exemption from all stamp duties. Flatted factory complex units will also be exempted from stamp duty on purchase of land for setting up of units.</p>
<p>In addition to this, 100 per cent stamp duty exemption will also be provided for the MSME industrial units in Bundelkhand and Purvanchal.</p>
<p>This relaxation will be 75 per cent in Madhyanchal and Pashchimanchal except in Gautam Buddha Nagar and Ghaziabad where it will be 50 per cent.</p>
<p>Female entrepreneurs will get 100 per cent exemption for setting up a unit anywhere in the state.</p>]]></content:encoded>
