Launched by Police Commissioner Santosh Kumar Singh at the Commissioner’s Office in Indore, Cyber Rakshak is not just a guidebook — it is a call to awareness, resilience, and digital mindfulness. The book was born from a growing realization that while law enforcement agencies continue to adapt to the evolving landscape of cybercrime, the general public remains dangerously unaware, vulnerable, and unprepared.

“I've seen it all — retired officers losing life savings to fake investment schemes, school students blackmailed over manipulated photos, educated professionals duped by voice-cloned relatives,” Dandotiya shares. “What struck me most was not just the technical trickery, but how little people know about the very devices they use every day.”

Crafted in clear, simple language and based on real-life case studies, Cyber Rakshak sheds light on over 35 forms of digital fraud, including social media hacking, loan app traps, digital arrests, sextortion, and OTP-based scams. But more than enumeration, the book offers tools — mental, emotional, and procedural — to help citizens recognize red flags, respond correctly, and most importantly, act without panic.

For Dandotiya, who has served the Madhya Pradesh Police for over two decades and has conducted more than 600 cyber-awareness workshops, writing this book was an extension of his duty. "The idea was to go beyond FIRs and investigations — to reach households, schools, and senior citizen groups with preventive knowledge."

The book is published by Mahagatha Publications, a house known for socially responsible literature. Devrishi, the founder of Mahagatha, stated that Cyber Rakshak aligns perfectly with their mission to publish works that empower, inform, and protect society.

“I am a police officer, yes,” Dandotiya concludes, “but I am also a father, a neighbour, a citizen. If this book can help even one person avoid emotional or financial trauma, I will consider it my most meaningful contribution beyond uniform.”

Cyber Rakshak is now available on Amazon and Flipkart, and has already been lauded by law enforcement officials as a practical tool for India’s growing digital generation. But for its author, the real reward will come when the next cyber fraud call is met not with fear, but with foresight.

In India, software vulnerability exploits topped the list (36 per cent), followed by network attacks (35 per cent) with multi-factor authentication (MFA) in third place (26 per cent).

Overall, IT admins are more optimistic about IT spending than six months ago.

About 92 per cent of India respondents expect budgets to increase either slightly or significantly, which is above the global average of 80 per cent, said the report.

People working for a leading media company in the Capital, and even those who have quit the organisation, received numerous such fake international calls -- this time from US-based fake phone numbers -- from top executives, asking them to start conversation.

“Please get back to me as soon as you get my text, thanks,” read such messages, when names of the top executives.

This time, the international WhatsApp fake calls started with +1 (404) which is the calling code of Atlanta, Georgia, +1 (773) which is the code of Chicago, Illinois, and more.

In May this year, millions of WhatsApp users in India were left baffled at the amount of international spam calls they received, leaving many at the risk of financial and personal loss.

These spam calls with international numbers, mostly from African and Southeast Asian countries, along with fake messages from unknown users, flooded WhatsApp and Indians had nowhere to go.

Meta-owned WhatsApp has close to 500 million users in India.

Although the mobile numbers showed country codes of Indonesia, Vietnam, Malaysia, and Ethiopia, it is not necessary that these calls are actually coming from these countries.

Most of these calls started with +251 (Ethiopia), +62 (Indonesia), +254 (Kenya), +84 (Vietnam) and other countries.

Another scam that is still being reported in India is that of receiving job offers via WhatsApp messages.

The lab, the first of its kind in the state, harnesses AI Blockchain technology to strengthen cybersecurity and digital forensics capabilities and was inaugurated by DGP Anil Pratham.

The newly established lab will serve as a platform for conducting research and innovation projects in collaboration with industry partners and academic institutions apart from learning for the students. As part of its comprehensive offering, the lab will conduct various courses and workshops, covering topics such as network security, malware analysis, cryptography, penetration testing, incident response, digital forensics tools and techniques, cybercrime investigation, and cyber law.

A commitment to a futuristic approach, a progressive mindset, and constructive advancement forms the very essence of Gandhinagar University. It is with this guiding principle that Gandhinagar University stands as a pioneer yet again, being the first to establish an AI blockchain-integrated digital forensic laboratory, after FSL.

The lab will also host a series of events and competitions to inspire and empower students to excel in their chosen fields. Under the supervision of experienced faculty members, the lab promises to nurture and mentor students throughout their learning journey. The dignitaries were given an introduction to the Cyber Security and Digital Forensics Lab and also given a tour of the facility.

Speaking on the occasion, Ms Vinita Rohera, Vice President of Gandhinagar University, said, “The Cyber Security and Digital Forensics Lab reflects our commitment to providing students with the best education and training in the crucial fields of cyber and digital forensics. The lab is equipped with a high-end workstation and all the required commercial software that will help our students to learn and provide support to various government agencies. We believe this lab will have a profound impact on our students and contribute significantly to our shared vision of a better society. We also plan to expand our reach in the AI domain by proposing an AI campus, the first of its kind in the state.”

As the world increasingly transitions into a digital world, technology has become a beneficial thread, but it has also proven to be a huge threat. In the digital expanse, adversaries aim to shatter, extort, and disrupt. Technology and knowledge are tools to pave the way for a secure future and forge an India that is impervious, innovative, and invincible.

In his keynote address on The Role of Cyber and Digital Forensics in Ensuring a Secure Digital World, DGP Anil Pratham said, “Cybersecurity and digital forensics are critical aspects of national security, especially given the emerging patterns and trends of cybercrime in the virtual world. The government’s investment in research and development in this domain underscores its importance. Universities have an important role to play in equipping students with the skills and knowledge needed to meet the nation’s evolving cybersecurity needs. We appreciate Gandhinagar University for setting up this lab.”

Gandhinagar University also organised a seminar on the topic of Building a Better Society, which brought together distinguished leaders, intellectuals, and visionaries to deliberate on innovative ideas and strategies for creating a more inclusive, sustainable, and harmonious society.

The seminar also addressed the important issue of drug abuse with PI RR Parmar of SOG Gandhinagar speaking on “Fostering Community Engagement and Empowerment for Inhibiting Drug Abuse”. The crucial topic attracted a jam-packed hall of students, indicating its significance in creating awareness about drug abuse and tackling the problem.

MLA Bakaji Thakor and Gujarat BJP Youth Leader Mr Rutvij Patel also spoke at the seminar.

A research-oriented, student-centric, multidisciplinary, not-for-profit private university, Gandhinagar University is committed to nurturing the capabilities of its students and researchers through academic excellence and empowering young minds by building their skills through quality education. It has integrated teaching, learning, training, research, innovation and skill development to ensure its students are future-ready.

The initiative is backed by the Indian Institute of Technology, Kanpur (IIT-K). The fight against spiralling cases of cybercrime will begin in Telangana and will consequently move to other states.

Prof. Manindra Agarwal, head of the state-of-the-art C3iHub of IIT Kanpur, has developed AI-backed tools for the Telangana police that will serve as a step-by-step guide for the police from commission to conviction, like an investigator.

The system that has not been named yet, has a robust database of all patterns of cybercrimes, which it would automatically classify.

When a crime takes place, the system will direct the police to cases in the past with similar or near identical modus operandi. It would throw up details of people arrested for those crimes and areas from where they have been operating.

"This system will self-analyse and suggest to the police the nature of information they need to process and gather to trace the people behind the crime," said Agrawal.

The tools developed will even help the police build a solid case against the criminals arrested, he said.

"At present, the Telangana police is the readiest force in terms of infrastructure and trained manpower. It will shortly start using these tools that will be constantly upgraded to pre-empt cybercriminals employing new techniques and technology, After this, technology will be shared with other states," he stated.

C3iHub is into building a cybersecurity ecosystem for the government. It will constantly monitor security vulnerabilities in critical sectors and develop tools to address them at different levels of system architecture.

Other than this, the hub does a cybersecurity audit for the government and provides a security operation control mechanism that allows the user to see information about cyberattacks on servers, flow of malware, among other things, in real time.
