Asking the tourists to enjoy nature and ecology and respect the local traditions and rich cultural heritage, Superintendent of Police Mayank Chaudhry warned the tourists not to mix drinking with driving, smoke at public places, perform stunt driving and haphazard parking of vehicles that chokes traffic while holidaying in the hills.

He said the Delhi-registered SUV DL4C BB 5780, was identified through CCTV footage and a fine of Rs 3,500 imposed under the Motor Vehicles Act, 1988.

A video footage of the Thar SUV zooming through the Chandra river has gone viral of the social media and drew sharp criticism from locals.

For the past two days, there has been traffic congestion between Manali and snow-marooned Keylong in Lahaul-Spiti district.

As per Chaudhary, approximately 28,000 vehicles carrying 150,000 people traversed the Atal Tunnel Rohtang, connecting Manali with Lahaul, in the past two days.

He said instructions have been issued to impose fines for negligence, rash and without seatbelt driving.

Travel agents told IANS a large chunk of tourists bound for Manali prefer a day-long visit of villages located in Lahaul with the opening of the Atal Tunnel. Officials admit the unregulated movement of the tourists in Lahaul is not sustainable and taking a toll on the fragile ecosystem and its people.

Its impact on environment includes degradation of vegetation, pollution and accumulation of waste, says an official.

Besides the innate beauty of the Himalayas, district headquarters Keylong, situated at an altitude of 10,354 ft, takes you to a land of Buddhism and monasteries and provides a taste of adventure too. Not open throughout the year, the landlocked Lahaul Valley, comprising over two dozen small and scattered villages, remains cut off owing to heavy snow accumulation from December onwards.

The entire valley is currently experiencing bone-chilling cold of minus 15-20 degrees Celsius.

The local population is mainly rural, spread across 521 villages. The Lahaulis are mostly farmers and grow cash crops such as peas and potatoes. The valley's seed potatoes are in great demand in states like West Bengal, Bihar and Karnataka.

Otherwise, you may have to spend a night in the chilly cold.

As per official records, nearly 65,000 tourists were recorded at Atal Tunnel, Rohtang in upper Manali on Sunday with over 12,000 vehicles ferrying them.

Due to congestion and snowfall at South Portal of the tunnel, vehicles were stranded on the icy roads, turning joy into a nightmarish experience for the nearly 3,000 tourists at minus 12 degrees.

After months of tourism business nosedived in the wake of floods and landslides caused by incessant rains that wreaked havoc in July-August, tens of thousands of holidaymakers have already converged across destinations in the state.

The state capital Shimla and its nearby picnic spots got over 50,000 tourists on Sunday to celebrate Christmas.

Keeping in mind to set cash registers ringing, several private hoteliers in prominent destinations like Shimla, Kufri, Manali, Dharamsala, Palampur, Kasauli and Chail have hiked room tariffs.

Available information suggests a room fetching Rs 3,000 from October to mid of December is sold off at Rs 6,000 a day in most of the hotels in Shimla, Kufri, Chail, Narkanda and Kasauli.

Most of the hotels in the state capital Shimla, Manali and Kasauli and Dharamsala, which saw less than 30 per cent of the occupancy in the first three months of December, have been experiencing 90 to 98 per cent occupancy till December 31, a good business, members of the hospitality industry said.

“The occupancy in most of our properties is near to 90 per cent. We are expecting to do a good business till the end of this year,” a Himachal Pradesh Tourism Development Corporation (HPTDC) official, who is posted in Shimla, told IANS.

Aradhika Sharma, a senior executive with a Ludhiana-based multinational company, said: “It is really pleasant to be back in Shimla after a long gap.”

Her husband Deepak added: “These days it is pleasant to be in the hills. We come here every year to spend days when the plains are foggy.”

Narkanda, the heart of the apple belt some 65km from the state capital, and the popular tourist resorts Manali and Dalhousie are bereft of snow cover.

However, hills overlooking Manali have plentiful of snow.

The 9.2-km horseshoe-shaped single-tube, two-lane Atal Tunnel Rohtang, which has shortened the distance between Manali and Keylong, the headquarters of Lahaul-Spiti, by 46 kms, reducing the travel time by nearly three hours, is an added attraction of the holidaymakers.

The tunnel has also ensured all-weather connectivity to the landlocked Lahaul Valley.

Travel agents told IANS a large chunk of tourists bound for Manali prefer a visit to villages located in Lahaul with the opening of the Atal Tunnel.

Mukesh Thakur, Manali Hoteliers Association President, said most of the hoteliers in Manali and nearby areas have 100 per cent occupancy till January 2.

The state police evacuated tourists’ vehicles at the Atal Tunnel Rohtang, braving freezing cold.

Lakhs of tourists thronged the state on the festive season, particularly on the Christmas Eve and approaching New Year, an official statement said.

“We welcome the tourists, who have come to the state in such a huge number, crossing over lakhs,” a statement quoting Chief Minister Sukhvinder Sukhu said, adding around 65,000 tourists were recorded at Atal Tunnel on Sunday.

He praised the efforts of the district administration and the police for managing the huge rush and extending helping hand to a few struck up in snow, particularly at North and South Portal of Atal Tunnel, where the local administration and the police force has been managing the traffic in minus 12 degrees.

Sharing photographs of the evacuation of tourists stranded in vehicles at Atal Tunnel, Director General of Police Sanjay Kundu said the local administration and the police of both the Lahaul-Spiti and Kullu districts have been working round the clock to manage the traffic smoothly.

Himachal Pradesh has no high-end hotels and restaurants in far-off areas. Rural home-stays that started in 2008 have been driving tourists to the interiors and that are the best option to stay and enjoy the virgin nature and snowy landscape.

The state's economy is highly dependent on tourism, besides hydroelectric power and horticulture.

The capital of Himachal Pradesh, which is known for the grandeur of many of its buildings that once housed institutions of imperial power when Shimla served as the summer capital of British India, has been witnessing snowless Christmas Eve since 2016 when heavy snowfall occurred.

This time too, there will be no "white" Christmas in Shimla and elsewhere in the state. A mellow sunshine will greet you throughout the day at most of the tourist destinations with the weather bureau predicting open skies till December 26.

Before 2016, the erstwhile capital of British India saw Christmas snows in 1991 when 49 cm of snowfall was recorded. Though some years between 2014 and 2018 had mild spells before the Yuletide spirit.

Also except in 2010, there has been no white New Year's Eve either in the past 12 years.

Deforestation and pollution are blamed for the change in Shimla's climatic conditions, says a study by the India Meteorological Department (IMD).

It says Shimla's harsh winter, which normally commenced in November and ended in March, has declined after the mid-1980s. The study examines the snowfall trend in Shimla from 1990 to 2007.

The local IMD says the entire state will witness bright sunshine on December 24 and 25. In the past week, the temperatures of Shimla were much higher than that of New Delhi.

Snow cover is a big draw for tourists, and members of the hospitality industry are excited by the possibility of a white Christmas as the festival falls right after the weekend.

"People are asking about the possibility of snowfall before and after Christmas," local hotelier D.P. Bhatia told IANS.

"We are telling them to come and enjoy balmy sunshine amidst the hills," he added.

The mountain peaks viewed from Shimla's historic Ridge and Dharamsala and Palampur towns have been wrapped in a blanket of snow.

According to the IMD, the weather in hill destinations of Shimla, Kasauli, Chail, Kufri, Narkanda, Dharamsala, Palampur and Manali is 'warmer' and perfect for a break from the biting chill of the plains where the sun has largely been fogged out.

Met officials, however, are wary about the chances of snowfall on New Year's Eve. They say it is still too early to predict whether Shimla or Manali or Dalhousie or Kalpa will have snow cover the next year dawns.

However, excited holidaymakers, mainly from the northern plains, have already started descending on tourist resorts across the state with the hope of a "white" Christmas.

Many of them have booked rooms in the hope of a white Christmas.

Dinesh Guleria, a senior executive with a Chandigarh-based multinational company, said: "If it snows, we would love to spend the Christm+as holidays in a homestay in Narkanda. Otherwise, we will enjoy sunny weather in Shimla."

"Most of our properties have been packed to capacity with Christmas holiday-makers," a senior official with the Himachal Pradesh Tourism Development Corporation (HPTDC) told IANS.

The HPTDC runs 57 economy and high-end hotels across the state. He said the arrival of the tourists in Shimla, Narkanda, Kasauli, Manali, Dalhousie and Dharamsala is quite good.

However, the popular tourist resort Narkanda, some 65 km from Shimla, is bereft of snow like Shimla and Manali.

But Manali is getting a good share of tourists as its nearby hills have plenty of snow.

According to Global Forest Watch, an online platform that provides data and tools for monitoring forests, from 2001 to 2022, Shimla lost 583 ha of tree cover, equivalent to a 0.27 per cent decrease in tree cover since 2000, and 292 kt of carbon dioxide emissions.

Under the guise of climate "scepticism", most of the old-timers in Shimla narrate the tale of indiscriminate construction that has turned the summer retreat of the then-British rulers into a concrete jungle in the past few decades.

Some residents have been wondering if the rise in minimum temperatures in recent years in winter is a result of global warming, though scientists have said the overall warming trend should not have any effect on local weather on such short-time scales, as per current models.

On Thursday, Pandya limped off the field after injuring his left ankle while fielding on his own bowling during India’s fourth league match of the 2023 Men’s ODI World Cup, against Bangladesh at MCA Stadium in Pune, and did not participate in the rest of the match.

As a result, he will now miss India’s clash against New Zealand at HPCA Stadium in Dharamshala on Sunday. “The all-rounder was taken for scans and is advised rest. He will be under the constant supervision of the BCCI Medical Team,” said the BCCI in a medical update.

It added that Pandya will join the India team directly in Lucknow for the match against defending champions England on October 29. At Pune, while trying to stop a boundary hit by Litton Das on third ball of the ninth over, Pandya seemed to twist his left ankle in his follow-through after slipping in the process of saving the four.

The Indian team physio ran out immediately to attend Hardik on his left ankle for several minutes, with Virat Kohli and captain Rohit Sharma by his side. After some time, the all-rounder tried to continue bowling, but couldn’t do so due to too much pain in his strapped left ankle and walked off for getting further treatment.

In his absence, Virat Kohli bowled the three remaining deliveries in the over, with the BCCI later saying that time Pandya was taken for scans. Pandya has been a vital cog in the wheel for India in white-ball cricket and is irreplaceable due to his all-round skills – batting in top six and being the third fast-bowling option in the team.

Though he batted only once, making an unbeaten 11 in India’s opening tournament win over Australia in Chennai, Pandya had picked five wickets till the ankle injury came in. With him now missing the match against New Zealand, India need to see how they cover up for the skills he brings to the table.

They have a fast-bowling all-round option in Shardul Thakur, but he is not close to being called a like-for-like replacement for Pandya. An option can be that Thakur plays the role of Pandya with both bat and ball or bring in a specialist batter in his absence while operate with only five bowlers in their bowling innings. Another option that India could look at is to bring in a specialist batter and bowler respectively while leaving out Thakur.

With four wins in as many matches, hosts India are one of two teams to be still unbeaten in the ongoing Men’s ODI World Cup. The two-time champions will next face New Zealand, who are the only other unbeaten side in the competition.
